Every single time I shave my legs I get rather painful and annoying red bumps all over them. These bumps go worse in the coming days when almost all of the hair starts to grow inwards.

I'm not sure exactly what a "razor burn" is, but I'm pretty sure it's not the case because even if I spend 2 hours shaving extra CAREFULLY and with a good shaving balm, I get no immediate reaction from the act of shaving itself, but the hair still starts to grow inwards later. It doesn't matter at all whether I go along or against the direction of hair growth.

I've even tried using an electric epilation device which hurts like hell, but removes the hair with their roots. When I do this the skin stays normal for about two weeks until the hair starts growing again and all the bumps and shit reappear.

It's worst on my ass and thighs probably because I sit a lot. The ugly red spots I could tolerate, but it's literally torture when every time my clothes touch the hair and skin I get goose bumps all over which makes it all even worse because now all of the hair starts touching my clothes. They're like little needles!!!

Am I forever doomed because my skin is just too damn sensitive? :(

You probably need to exfoliate as the hair starts growing in.

First off I use cheap hair conditioner instead of soap or shaving cream. It sticks to your skin after your first swipe a lot longer than the other two and it moisturizes in the process. Second, I use body scrub over the following days to make sure the follicles stay open and don't get ingrown. I stop using body scrub once the hair grows in enough that it breaks past the skin. You can repeat the process according to your needs but the more often you do it you're going to get some irritation and ingrown hairs regardless.
